Abstract

AbstractThe way in which governments organize the task of governance is of consequence to social welfare services delivery (March and Olsen 1984). In this paper I ask how and why state borders and the federalist governing framework they support matter in the delivery of social welfare services in the United States. I answer this question by establishing a list of expectations for the delivery of social welfare goods and compare them to field level conditions present in the delivery of Medicaid. I find that state borders and the federalist ideals, which facilitate the retention of state autonomy, have an inhibitory effect on both program simplicity and equity.
